Abstract:
The paper discusses the concept of a citizen-centric public sector. Citizen centricity is often promoted in policy papers and political speeches, but is often overlooked in practice. Reasons are discussed, and practical examples are shown, to show failures and success stories. Information and communication technology may be a significant measure to enhance citizen centricity. The latest digital agenda of the Norwegian government emphasizes the use of information and communication technology to make a simpler everyday life and increase productivity. The agenda is ambitious, and the paper discusses some possible pitfalls and how to overcome them
