Abstract:
Impact of eGovernment services is about measurable effects as experienced by stakeholders. Automatic or semi-automatic data collection can make impact assessments more effective, and periodical assessments become more feasible. The paper reviews earlier research on eGovernment impact, discusses the problem of impact as a function of time, and proposes an indicator set suitable for automatic or semi-automatic data collection.
