Privacy Preserving Reconstruction-based Techniques and Randomisation-based Methods for Calculating Surveys' Statistics and Participants Sampling in Deliberative Consultations

Abstract:
In deliberative consultations, the most important are the opinions of residents that want to discuss an important issue. In order to encourage them to participate in such consultations, besides the Internet platform that facilitates the whole process of consultations, privacy preserving techniques should be employed. In this paper, we propose a framework for privacy incorporation in deliberative consultation that will improve eGovernment services provided for digital society. We present the solution for reconstruction-based privacy preserving technique and randomisation-based methods. The proposed framework enables a scientist to prepare a list of candidates and calculate statistics over privacy preserved survey data in deliberative consultations.
