End-to-End Prediction Model of Video Quality and Decodable Frame Rate for MPEG Broadcasting Services

Abstract:
This paper proposes, describes and evaluates a novel theoretical framework for end-to-end video quality assessment of MPEG-based video services in hand-held and mobile wireless broadcast systems. The proposed framework consists two discrete models: A model for predicting the video quality of an encoded signal at a preencoding state by specifying the bit rate that satisfies a specific level of user satisfaction and a model that maps the packet loss ratio of the transmission channel to the quality degradation percentage of the broadcasting service. The accuracy of the proposed framework is experimentally validated, demonstrating its efficiency.
