An Overview of Ontology Engineering Methodologies in the Context of Public Administration

Abstract:
This paper gives an overview of latest ontology engineering methodologies that are analyzed in terms of a representative set of criteria and aspects. The portfolio of criteria considers general structural aspects of ontology development (such as strategy for building ontologies) as well as project management aspects (such as recommended process model or the consideration of collaborative construction). While the study criteria principally stay generic we particularly try to include possible characteristics of the E-Government domain. Whereas the study shows that none of the discussed methodologies is fully mature to serve as a domain expert centered ontology engineering methodology in the context of electronic service provisioning in public administration, it also outlines the potential of the discussed methodologies to which extend they can contribute to a new methodology in this field.
