Abstract:
Smart cities (SC) became, for a few years, a regular topic in the scientific literature, and both political and economic agendas. Indeed, the connection between urban development and Information and Communication Technologies (ICT) represents a large market. It is presented as a multi-dimension tool to face the challenges of the 21st century. We intend here to demonstrate that developing such a concept only on cities may reinforce the already existing fracture between rural and urban territories. The opportunity exists to bring smart technologies to a lower level, that we call the Smart Basic Entity (SBE). We advocate that, to do so, it could be wise, to experiment a Digital Clone Approach.
