Abstract:
Unpredictable scale of disasters (e.g., earthquake and Tsunami, etc.) has caused tremendous number of deaths all over the world. Citizens need to study effective basic actions and adaptive actions for the sudden change of disaster contexts in order to survive. By referring the case of The Great East Japan Earthquake in 2011, we propose disaster context library “d-Library” that shows citizens an eight layered disaster contexts framework, allowing them to easily recognize important layers of knowledge to survive. They can also study latest scientific knowledge and learn how to discover precursors of various types of disasters and their serious damages. We also discuss a methodology to avoid “catastrophic occurrence forgetting” used to remind important problems and to ensure safety after the evacuation. We also discuss experimental results of decision making assistance and checking the safety assist function.
