Hospitality and Tourism in Spain

Abstract
One of the weaknesses of the education system in general and particularly
of the Professional Training is the distance that exists between theory and
practice. The Dual Vocational Training that was launched in November
2012 seeks to change this misalignment. We must say that it has not always
been the case, because if we go back to the origins of the Madrid School
of Tourism and Hospitality, created in 1946, (nowadays the high school of
professional training), as the Castellón School of Hospitality in the Valencian
community, we will realize that the teachings were dependent upon the Ministry
of Labour that focused them on the fundamental objective of ‘‘learning a
trade’’ to prepare the future workers for the world of work. The Ministry of
Labour had more material resources and its practice training was higher.
Later, in the eighties, the Professional Training depended on the Ministry of
Education. In this way, the system changed, more hours of theory teaching
were established and only a scarce budget was designated to practice field.
At the same time, the ‘‘Occupational Vocational Training’’ was managed by
trade union and employers, with the objective of offering skill retraining for the
unemployed people and finally, it became a failure and a corruption scandal.
The ‘‘Continuing Vocational Training’’ was also managed by trade union and
employers and was for the retraining of active professionals. The management
